[Comment-Geo] Post-Berlin thoughts on diversity



I was working on MAC documents during Andrew McLaughlin's presentation of
the diversity proposal and apologize if this point was discussed at that
time.

On the issue of regional caps, a developing nation representative commented
to me that some of the minority nations are concerned that the most
populous country in their region will continually be able to elect their
own nationals to *all* of that region's designated seats.  Consequently,
they preferred to have lower caps if that would make it easier for a
minority nation to elect a candidate from another region who might better
protect their interests.
