[Membership] non-member submission from stef@nma.com




This is very much like, but not identical to, the IETF NOMCOM, whcih
is formed by random selection from "qualified IETF paricipants" who
self nominate themselves to a pool for the random selection process.

This IETF NOMCOM process has been in use since 1993, and it has done a
good enough job of selecting Area Directors.  

I am personally not happy with the IAB which is also selected by the
NOMCOM but the problem there is not who is nominated, but the lack of
due process rules for the IAB.  Those rules are set by an IETF Working
Group, and endorsed by rough concentus of the IETF participants.

So, I would support the Fishkin Proposal!

}A new membership model, suggested by University of Texas Professor James
}Fishkin, would select a random sample of Internet users to participate in a
}deliberative council.  The selected members would be briefed from all
}viewpoints and deliberate as a group before voting for directors or giving
}consulations on issues of public interest.

}This model, Fishkin proposes, would reach the decisions that the majority
}of Internet users (or other defined group) would make if fully informed.
}It also attempts to reach the _public_ interest, to avoid capture by a
}self-selected group or lobby.  He suggests that the Deliberative Poll, on
}which his model is based, reaches more representative, participatory, and
}democratic decisions.
