Dear Ms Dyson

The procedures and framework of accountability for delegation and management of country code top level domains (ccTLDs) need to evolve into a more robust, certain, and reliable system.

In light of the fact that ultimate public policy authority for the administration of ccTLDs rests with governments and public authorities, the governments, public authorities and multinational governmental and treaty organisations that constitute the Governmental Advisory Committee (GAC) have been considering these issues and wish to advise the Board of ICANN and the broader Internet community of the views they have established.

The attached Principles for the Delegation and Management of Country Code Top Level Domains have been adopted by the GAC, and I would appreciate it if you would distribute it to Members of the Board for their information.
