Draft Materials for Public Comment

The following materials have been posted for the purpose of public notice and comment in advance of ICANN's Berlin meetings, May 25-27, 1999.  These proposals, together with the public comments received, will be discussed at a public forum in Berlin on May 26, 1999. The ICANN board may consider taking action on these proposals at its meeting in Berlin on May 27, 1999.  (For general information regarding the Berlin meetings, see http://www.icann.org/berlin/berlin-details.html.)

In addition, in preparation for discussions it hopes to have at the Berlin meetings, the ICANN Board seeks comment on the following questions:

DNSO Constituency Group Definition:

In order to more fully explore an issue raised by one comment submitted in reaction to the draft ICANN Bylaw changes establishing the Domain Name Supporting Organization, the ICANN Board seeks further comment on the following question:

    Should the initial DNSO Constituencies currently identified as "ccTLD registries" and "gTLD registries" be re-categorized as "open registries" and "closed registries," identified according to whether the registry is open to any registrant, worldwide ("open"), or is instead limited to certain registrants based on geography, intended use, or other criteria ("closed")?
