Appendix 26

ICANN anticipates that its primary relationships will be with Internet domain name and IP number registries and registrars. In some cases (such as the registrar accreditation process described above), ICANN will adhere to minimum requirements on registries or registrars for participation in a given element of domain name or IP number administration. These requirements will be designed to ensure stability, competition, private bottom-up coordination where possible, and representation in the naming and numbering systems--as called for in the U.S. Department of Commerce's policy statement on Management of Internet Names and Addresses.
