P.S. & Additional notes:

Simon Higgs has worked extensively in the area of new top level domains, and collaborated with Jon Postel on the original "Postel Draft" plans for introducing new registries and new top level domains. Mr Higgs was the first to define the 'shared top level domain registry/registrar' concept (SRS) in an internet draft entitled "Top Level Domain Classification and Categorization". He also founded the first mailing list 'shared-tld' to specifically discuss the feasibility of shared registry/registrar protocols.
