On behalf of the PSO, Steve to send message to the Andrew McLaughlin (ICANN) to set up a formal channel for communication between ICANN and the PSO. Steve will also arrange for updates to the PSO Web page being hosted at ICANN (http://www.icann.org/pso/psonew.htm), specifically on how to add minutes of PSO meetings to the web page. 2. It was suggested that two email archives (lists) are needed, one for the PSO (internal) and one for the PSO related discussion, the latter being most important to archive discussions about and between the PSO and the community. 3. The overriding consensus of the PSO was that there was no need to designate a leader or formal spokesperson for the PSO. Steve was tasked with conveying the sense of the PSO to those outside until one or two non-PSO comments slip in, at which time he will be publically flogged. 4. The PSO felt that arriving at decisions via consensus was the most preferable approach. If there is ever a need to break deadlock, the rules for defining a quorum would be used ("a quorum shall be present when at least majority [sic] of the members of the Protocol Council are present, and when such members represent at least 3/4ths of the Signing SDOs."). In the event a decision is reached when there exists a significant minority, the minority position and reasons will be made available for viewing. 5. The topic of substitutions was briefly discussed. The overall consensus was to avoid the need for substitutions at this time, but NOT to adopt a rule against the use of substitutes. 6. The consensus of the group was that teleconferences should be demand driven, not scheduled. The idea being that the scheduling of a teleconference will take into account each members schedules and preferences, ideally eliminating the need to use or designate substitutes for that single call. 7. The participants agreed that each signatory group will utilize their own established structures for PSO-PC related communications and discussions particular to their needs, in addition to the mechanisms established for general PSO-PC communications to the world at large. 8. Nominees from the PSO SDOs have arrived over the past two days. Some groups nominated more than one individual. It was suggested that the SDOs who only provided one name might wish to provide more. The PSO agreed that permitting additional names to be submitted up to October 17th would cause no hardships. 9. Leslie reiterated her desire to see bios and supporting information for the candidates, and the group felt this information should be soliticited. Steve redistributed Leslie's note indentifing the type of information that would be appreciated. 10. Steve was volunteered to coordinate schedules of PSO folks at both the IETF and ICANN meetings in order to arrange face to face meetings. Steve will send notes approximately one week prior to each meeting to ascertain who is attending and which days they are available for lunch. 12. Steve will attempt to schedule another teleconference the last week of October.
