.org domain. CECOP, the European Confederation of Worker’s Co-operatives, Social Cooperatives and Participative Enterprises is representing the interests of more than
1.2 million worker members and federates 83000 enterprises operating in different sectors of the European Market. CECOP promotes the development of Workers’ Cooperatives, Social Co-operatives, Participative Enterprises and of other enterprises involved in the social and solidarity economy movement at local, regional, national, European and International levels. Therefore CECOP works towards the recognition of the specific characteristic of this type of enterprise at a European level and aims to set out a legal, fiscal and social framework at Community level, corresponding to the needs of the actors involved, which would facilitate their development in Europe.

Since Poptel itself started as a co-operative enterprise, we have been glad working with them since its start-up in the early 90ies. Poptel has developed its activities throughout the not for profit sector and gained much recognition in the recent years for developing qualified and secure services for their customers. With the accreditation of Poptel as registry service provider for the .coop domain, Poptel has already demonstrated its high level of technical competence at international level to the co-operative world. AusRegistry, which is the registry service for the five open .au Australian country code domains has proved its competence in the transition of the .au domain from one operator to another. Both organisations created the global joint venture Unity Registry that has put forward an innovative approach to the development of the .org domain.

We like to encourage the ICANN board for accepting the Unity Registry application for the .org domain registry service, as we believe that this partnership will improve the registry system for the .org domain, create synergies and additional innovative services that will benefit the reputation of the .org domain and the organisations of the non-profit world.

I would like to express how pleased we are that plans have been put forward by the proposed Unity Registry for the .org domain name, especially in light of the high-level competence already demonstrated by the .coop and .au domain names.

In addition, BONDs website is currently hosted by Poptel - we moved our site to Poptel about a year ago after conducting research to find out the best/most reliable ISP used in the NGO sector - Poptel came out clearly on top. Since moving to them we have been extremely pleased with the level of support, standard of expertise and reliability of the server etc. that Poptel have made available to us.

We hope the plans put forward by Unity Registry are given the opportunity to be implemented.

As the founder and president of GeoNet Systems for almost 20 years (until I retired in the age of 75 years) I had close relations to POPTEL Ltd as the system operators in one of the 14 countries in the world to which we delivered electronic message handling systems. As one of the pioneers in this -- at that time -- new field, we always believed that the power of e-mail should serve the NGO world in the same way as the commercial one.

Since 1977 I have been involved as a member in, and latterly administrator of European Union programmes for, the co-operative and voluntary/NGO sectors. For several years I co-managed and wrote for on-line information service for Europe's "social economy", called ARIES AISBL (Association Réseau d'Information de l'Economie Sociale).

I believe that the identity of the sectors is a key element of maximizing their contribution to the welfare of their members and of society as a whole. This sense of identity not only encourages solidarity between the grassroots organisations, but also enables the public authorities to identify the sector and to design policies that take proper account of its existence and nature.

Visibility on the Internet is an aspect of this identity which rapidly becoming more important. As relationships become more and more mediated through the Internet, it is correspondingly more important that one can have some means of verifying who the real organisation is that lies behind the Internet presence. Domain names provide a very helpful clue, which increase the level of trust that is possible across the Internet, and thus increase its effectiveness as a communications medium. For this reason, I believe that a domain name registry for .org which itself operates in a way which is concordant with the sector's principles will be a significant step forward. It will also help preserve the diversity of Internet users and prevent sections of society being excluded.

I have also been a customer of Poptel for 17 years, and can vouch for the efficiency of the service they have provided. I cannot remember a loss of data during that whole period, and their support to users has always been exemplary.

I would fully support their bid to managed the .org domain name registry.

Launched in 1999, the AA1000 Framework: Standard, Guidelines and Professional Qualification provided the first systematic stakeholder-based approach to organisational accountability and performance improvement.

It has been used worldwide by leading businesses, non-profit organizations and public bodies in framing corporate responsibility policies, stakeholder dialogue, social, ethical and environmental accounting auditing and reporting, professional training, and research and related standards work.

AccountAbility welcomes Poptel’s commitment to use AA1000 as part of its .org registry proposal, and in particular its plans to use it to inform the structure of its policy and operations groups and the operation, member recruitment, policy development and management processes of these groups. I write as the administrator of the Association for the Prevention of Torture, an NGO working to prevent torture since 1977.

I would like to endorse the bid of Unity Registry (Poptel and AusRegistry) to become the registry operator for the .org domain.

Having studied their presentation, I have been impressed by their desire to include registrants in the direction and policy of the .org domain, something that has been lacking up to this point. Equally encouraging is their desire to be pro-active as to who registers .org domains and for what purposes.

It is clear that currently anyone can register .org addresses, which has left the domain non-specific and haphazard. In supporting Unity Registry’s bid I am confident that they are committed to making the .org domain a real home for nonprofits - consequently underlining for the general public the credibility of a .org domain.

The fact that Unity Registry currently has operations in both hemispheres can only add to the viability of their bid. I strongly recommend its acceptance.

The City Council has worked with Poptel over many years. We launched together the much-respected and pioneering Manchester HOST project in 1990 which promoted the use of on-line technologies for economic and social development in Manchester. Poptel by then had already built a reputation in the non-commercial sector.

Manchester has often been associated with social reform and is the spiritual home of the worldwide cooperative movement. We very much support Unity's plans for involving ".org" registrants in the running of the domain through a cooperative.

I am writing to express the support of ISOC-AU for the AusRegistry proposal to operate the global registry for the .org domain.

AusRegistry has been selected as the operator of the .au registry that will go live in July. The selection of AusRegistry follows a careful process for establishing competition for Australian domain name services. AusRegistry was selected by the newly established .au Domain Administration body.

ISOC-AU was involved in the detailed planning of names policy and competition issues in the lead up to this implementation. Key technical elements have been established by AusRegistry for operation of the .au registry and these will provide a useful basis on which to build effective operation of the .org registry in the globally Internet environment.

The size of AusRegistry’s current operations is sufficient to provide an effective base of experience, but suitably small to enhance the development of competition in the provision of domain name services worldwide. The pursuit of effective competition has been a key objective of ICANN in development of the new international regime for DNS services.

ISOC-AU considers that the AusRegistry proposal should be given careful consideration by ICANN for two reasons:

First, increased diversity in the operations of DNS services will help to enhance competition and participation of an Australian organisation with experience in the .au domain will help to build diversity.

Second, AusRegistry has agreed to establish a useful process for governance of the .org domain that seeks to involve key non-profit organizations in harmony with the culture of organisations that typically use this domain. ISOC-AU is willing to participate in the process should the AusRegistry proposal be successful and would encourage full ISOC participation in that event. I would be happy to provide further information should that be required.
