Work Stream 2 of the Cross Community Working Group on Enhancing ICANN Accountability is drawing to a close, and the Human Rights subgroup has been successful in developing the Framework of Interpretation for Human Rights (FoI-HR) that will kick ICANN’s Human Rights Core Value into effect. In parallel, an internal Human Rights Impact Assessment (HRIA) of ICANN’s organization operations is currently underway and expected to be completed by the end of FY18.
Though ICANN has taken concrete steps toward recognizing and respecting internationally recognized human rights, it remains unclear how these considerations will percolate down to the various bodies that constitute the ICANN community. Given that each SO and AC should take the Core Value into consideration in its policy development or advisory role, should steps be taken toward developing a consistent methodology to do so? Which human rights could be affected as ICANN’s policies, procedures, and operations continue to evolve? And how could Human Rights Impact Assessments be incorporated into the ongoing work of community bodies?
Guided by its mission map and understand the issues and potential solutions related to ICANN’s corporate and social responsibilities, the Cross-Community Working Party on ICANN and Human Rights (CCWP-HR) therefore proposes a session that will channel the current momentum around human rights in ICANN toward concrete action. Building on the CCWP-HR sessions held since ICANN50 in London, the proposed session at ICANN61 is designed to
· Take stock of ongoing initiatives related to ICANN’s Human Rights Bylaw, the FoI-HR, and corresponding impact assessments,
· Present a new research paper on the effect of ICANN policies on human rights
· Invite feedback from community members across stakeholder groups regarding efforts to operationalize ICANN’s Human Rights Bylaw
· Identify opportunities for future developments, which will serve to structure the work of the CCWP-HR for the calendar year 2018
