STRATEGIC PLANNING CONSULTATION PROCESS FOR LUXEMBOURG

Questions for consideration during the Luxembourg consultation process

The consultation process in Luxembourg will be based around the following questions. All questions need to be considered in the light of ICANN¡¦s mission.

If you are responding to these questions via the public comment forum on the web-site, it is not required that you respond to all the questions. Also, if you are responding to these questions via the public comment forum on the website, please refer to the question number (letter and number) at the start of your answer to each question.   1. Stability & Security Discussion Questions
    1. How should ICANN act to preserve the stability and security of the Internet systems of unique identifiers, including the DNS?
    2. What measures can ICANN take to identify risks to the stability and security of the Internet over the next five years?
    3. What ongoing or new technical developments or initiatives will affect the DNS and ICANN¡¦s role over the next five years? Consider, for example:
      1. How will IP v6 be used and what problems may arise with its deployment, including in inter-working with IP v4-only systems?
      2. What policy stresses may arise in IP v6 address space allocation policy?
      3. What systems of centralized and/or decentralized system of identifiers are likely to emerge?
      4. What is the likely role of Peer to Peer systems in the future?
      5. What devices will we see on the Internet?
      6. How will IP broadcasting and multicasting influence the applications that can be implemented?
      7. Will sensor systems become a major element in the Internet architecture?
      8. What new initiatives will emerge in the arena of security and authentication? What will be the development of sBGP, DNSSEC, Tunnelling etc?
      9. What new initiatives will emerge in the arena of root server operations? Competition & Choice Discussion Questions
  2. Competition & Choice Discussion Questions
    1. How should ICANN develop and manage initiatives that foster competition and consumer choice, while supporting compliance with existing policies and contracts?
    2. Where are expected areas of growth in the numbers of DNS users?
    3. What new services should ICANN provide as the DNS grows in scale, complexity and sophistication? What services will registries and registrars expect from ICANN in five years time?
    4. How can name registration services be improved to promote competition and choice, and protect the interests of the registrants?
  3. Bottom-up Consensus Discussion Questions
    1. How can ICANN support and encourage a policy development process that fully engages the principle of private-public governance and bottom-up coordination of multiple stakeholder interests?
    2. What new communities might want to be part of the ICANN policy process or how should representation of existing communities evolve? Are there under-represented communities?
    3. What areas of policy development might emerge over the next five years for the GNSO, ccNSO and ASO/NRO? Consider challenges resulting from rapid expansion of services and technologies, supplier/consumer needs, and from government initiatives?
  4. Global Representation Discussion (RD) Questions
    1. How should ICANN facilitate participation from the global community of Internet stakeholders to ensure that policy development incorporates all relevant perspectives and stakeholder values for the security and stability of the global Internet?
    2. Through what means can ICANN, through its mandate, improve services to the global community? Consider issues such as:
      1. Improving responsiveness to regional needs and developing regional stakeholder participation,
      2. Providing or arranging for effective translation services,
    3. For ICANN and the DNS, what challenges and potential risks/opportunities should be addressed?
    4. What are the foreseeable consequences of WSIS and how should ICANN respond?
    5. What are the most desirable scenarios for the community post-MoU?

  1. For ICANN and the DNS, what challenges and potential risks/opportunities should be addressed?
  2. What contingency/continuity planning should be developed by ICANN and the community?
  3. What new sources of funding should ICANN explore?
