William joined ICANN's Office of Contractual Compliance in October 2008 and is responsible for conducting audits of registrar and registry contractual obligations. Prior to joining ICANN, William worked for several U.S. Government agencies in Washington, DC (GAO, NIH and DOJ) conducting performance audits and program evaluations. He was also an international civil servant with the Internal Oversight Service at UNESCO in Paris, France, and a consultant for UNICEF's evaluation office in New York. William earned a degree in Political Science from Universidad de Los Andes in Bogotá, Colombia (1997). He later attended the University of Chicago, where he graduated in 2001 from the Division of the Social Sciences (MAPSS) and the Irving B. Harris Graduate School of Public Policy (M.P.P.). He is fluent in Spanish.
