Lack of data

Perhaps this is a naive question:

How can anyone be expected to bid to be a test bed when there is no firm
data about the cost structure that company will experience when it is
operational?  Without knowing the per-domain-name registry fee to be
paid to NSI, only a vauge business case can be built.

When will this information be available?
