17.  All general meetings of the at-large membership shall be
     open to the public and minutes thereof shall be kept and
     promptly posted on the ICANN web site. 

All general meetings of the at-large membership should be
conducted on-line using email-list based techniques for
conducting the meetings.  There should be _no_ geographically
based or face-to-face meetings.

The same should be true for any committees of the at-large
membership.
