GAC Communique - Public Interest?
The Government Advisory Committee in its communique of August 24, 1999
(re: ccTLD delegation) expresses the quite appropriate view in section
B1 that the "management of a TLD registry must be in the public
interest."
Section B3 of the communique state that delegation is subject to the
"ultimate authority of the public authority or government."
Given the intended global reach of the ICANN project it will useful to
recognize that there differently structured "publics" and variations in
the process by the "public interest" is determined.
Section B1 and B3 as stated could for some "publics" constitute ICANNs
approval of dictatorship in the management of ccTLDs - making null and
void the best intention of sction B2 of the communique.
