Can you demonstrate that there is consensus that there
should be a *universal* dispute resolution policy ?

The consensus calls I've witnessed (for example, the
Geneva IFWP conference) came out with no consensus
that any dispute policy should be applied universally,
so I'm kind of interested to see just where this
consensus changed and how it was measured.
