It says:

    "The costs of this activity are equitably apportioned, and each
    party shall bear the costs of its own activities under this
    Agreement.  This Agreement contemplates no transfer of funds
    between the Parties.  Each Party's estimated costs for the first
    six months of this Agreement are attached hereto.  The Parties
    shall review these estimated costs in light of actual
    expenditures at the completion of the first six month period and
    will ensure costs will be equitably apportioned."
