The draft "IANA Administrative Procedure for Root Zone Name Server Delegation and Glue Data" document has been posted for public comment in accordance with the resolution passed at the 25 May ICANN Board meeting.

ICANN Announces IDN Workshop to be Held on 21 July 2004 in Kuala Lumpur
ICANN announced today that an IDN workshop will be held on 21 July 2004 during the ICANN meetings in Kuala Lumpur. The full-day workshop will begin with a tutorial session, followed by presentations focusing on knowledge-sharing and studies from particular geographical regions. A detailed schedule for the workshop is being finalized, and will be included in the full Kuala Lumpur meeting agenda: <http://www.icann.org/en/meetings/kualalumpur/#ScheduleandAgenda>.

The draft .net re-assignment procedure is being announced in accordance with Section 5.2 of the current .net registry agreement and is being posted on the ICANN website to provide an opportunity for public comment.

First Public Comment Period on Draft Criteria for .net Subsequent Registry Operator Selection
The GNSO has completed initial work to provide the ICANN Board with guidance on the criteria for designating a successor operator for the .net registry. The public is invited to submit comments on the initial draft report from the GNSO.

GNSO Whois Task Force Preliminary Reports
On 28 May the three GNSO Whois Task Forces submitted Preliminary Reports regarding their findings in accordance with the GNSO Policy Development Process. Further information about these Task Forces can be found on the GNSO Whois Issues webpage. A 20 day public comment period will now be opened from 28 May to 17 June.

U.S. Federal Court Dismisses VeriSign's Anti-trust Claim
On 18 May 2004, a U.S. Federal Judge dismissed VeriSign's anti-trust claim without prejudice. Accordingly, VeriSign has until 7 June 2004 to file an amended complaint. A copy of the court's order is available at <http://www.icann.org/en/legal/verisign-v-icann/dismissal-order-18may04.pdf>.

Public Comments on proposed ASO MoU to Close 31 May 2004
On 30 March 2004, ICANN and the Numbers Resource Organisation (NRO) signed a letter of intent concerning a Memorandum of Understanding (MoU) between the two organizations. A public comment forum was opened by the respective organisations on 2 April 2004. ICANN will close its public comment list for this issue on 31 May, concurrent with the closing of comments on the NRO public comment list. ICANN Posts Proposed FY 2004-05 Budget (PDF)
In accordance with Article XVI, Section 4 of the ICANN Bylaws, ICANN today posted its Proposed Budget for fiscal year 2004-05. The proposed budget was developed through a series of comprehensive consultations with ICANN constituencies, the Budget Advisory Group, and the ICANN Board Finance Committee. The final budget, to be adopted at ICANN's Board meeting in Kuala Lumpur on 23 July 2004, is subject to additional Budget Advisory Group and Finance Committee reviews and to public comment. ICANN Publishes Criteria for Selecting Independent Evaluators of sTLD Proposals.
ICANN is selecting a team of outside technical, business/financial and legal advisors to assist it in its review of sTLD applications. The panel members will be required to evaluate responses to the criteria and questions posted in the sTLD application procedure. The panel members will be selected based on their experience, talent and skills as they apply to the evaluation task.

ICANN Report on Whois Data Problem Report System
(PDF) 31 March 2004 - ICANN has published a report summarizing community experiences with the Whois Data Problem Report System (WDPRS). Coincident with the publication of the report, ICANN has launched a new version of the WDPRS that accepts reports related to all gTLDs, improves statistical reporting, and provides for more timely correction of data.

ICANN Announces Business Relationships
26 March 2004 - ICANN announces a series of consulting agreements to enable and assist ICANN staff to move forward on a number of key objectives. ICANN has elected to use outside consultants for some transitory and temporary assignments in order to avoid the expense of hiring full time personnel or diverting existing staff from important operational and policy development support tasks.

19 March 2004 - ICANN today announced that, in response to a request for proposals, it has received ten applications for new sponsored top-level domains (sTLD's).
Proposed Corrections to Bylaws
11 March 2004 - During the ccNSO Launching Group's work, and discussions with ccTLD managers, ambiguities causing confusion in the ccNSO Bylaws were brought to the Launching Group's attention. The ccNSO Launching Group has conveyed these ambiguities to staff, and requested that language changes be made for clarification purposes.

Also, in response to widespread interest, ICANN has announced that the question period has been extended.
