This SUPPLEMENTAL TESTBED PARTICIPATION AGREEMENT ("Supplemental Agreement")
is by and between the Internet Corporation for Assigned Names and Numbers,
a California nonprofit public benefit corporation, and ___________________________________
("Registrar"), a ______________________________. This Supplemental Agreement
is entered into in conjunction with a ________, 1999, Registrar Accreditation
Agreement between the parties, and shall be deemed to be executed at the
time and place specified in the Registrar Accreditation Agreement.
B. The "Registrar Accreditation Agreement" is the agreement bearing that title and executed by and between the parties hereto concurrently with this Supplemental Agreement.
C. The "testbed period" is the period described as "phase 1" in Amendment 11, as that period may be modified from time to time.
D. The "testbed registrar program" is the program in which five registrars
accredited by ICANN will act as registrars for the .com, .net, and .org
TLDs during the testbed period.
II. RECITALS
A. Registrar has applied for and seeks to participate in the testbed registrar program as an accredited registrar for the .com, .net, and .org TLDs.
B. ICANN has selected Registrar to participate in the testbed
registrar program.
III. TERMS AND CONDITIONS OF THE SUPPLEMENTAL AGREEMENT
B. Accreditation. By the accreditation granted in the Registrar Accreditation Agreement, Registrar is accredited by ICANN to act as a registrar for the .com, .net, and .org TLDs in time to participate in the testbed registrar program.
C. Commencement of Registration Activities. Registrar shall use its best efforts to commence accepting SLD registrations for the .com, .net, and .org TLDs no later than the commencement of the testbed period.
D. Testbed Participation. Registrar shall participate in the testbed registrar program during the entire testbed period, unless its accreditation is terminated during the testbed period.
E. Technical and Engineering Support. During the testbed period, Registrar shall provide enhanced technical and engineering support, as specified in its application to ICANN for accreditation as a registrar, to interface with NSI and to collaborate closely with NSI's registry administration operation and other testbed registrar program participants.
F. Report of Operational Information. No later than 30 days after the testbed period ends, Registrar shall provide ICANN and the U.S. Government a written report on the Registrar's experiences during the testbed registrar program. The report shall state, for each day of the testbed period: the number of SLD registration orders taken by Registrar (broken down by the .com, .net, and .org TLDs and by new and renewal registrations), the turnaround times achieved in activating registrations on registration orders taken, and a breakdown of the number of registration orders taken by various means (phone, e-mail, written, etc.). The report shall also set forth the form of the registration agreement used by Registrar and describe significant practices developed and/or implemented by Registrar in conducting its registrar business during the testbed period. Registrar shall also describe any impediments encountered by the Registrar to equal access to the registry, any problems in its dealings with the registry administrator, any restrictions or requirements imposed by the registry administrator that impeded Registrar's business, and any comments and suggestions of the Registrar for improvement of ICANN's registrar accreditation program.
