Dear Sir/Madam:
We are writing to endorse the application for a new Internet Top Level Domain (TLD)
being submitted by WebVision, Inc. and Group One Registry. Having knowledge of
Web Vision's business model and their Private Placement Memorandum ("PPM")
proposal, we believe it is a sound, well-considered proposal which would be of
substantial benefit to the Inte11lational Internet community and could stimulate the growth
of services available on the Internet. As active and substantial investors in WebVision,
Inc. we believe Web Vision, Inc. has the necessary infrastructure and experience in place
to manage and deliver quality service for ongoing maintenance of the Registry support.
By way of background, SCP Private Equity Partners, L.P. ("SCP") is a U.S.-based private
equity investment firm. SCP invests primarily in rapidly growing technology and
internet-related companies. SCP presently has over US $500 million in capital under
management and is affiliated with Safeguard Scientifics, Inc. (NYSE:SFE), a publicly-
traded technology investor with a market capitalization in excess of US $2.5 billion.
In the event the WebVision, Inc. and Group One Registry application is approved by
ICANN, and the new entity is granted the Registry Authority, SCP will seriously
consider an equity investment in this new entity of up to US $10 million (ten million US
Dollars) which will be subject to the completion of due diligence and our Investment
Committee's approval. We will be happy to work with ICANN and its representatives
during the application process to help make the WebVision, Inc. and Group One Registry
proposal a success and also answer any questions regarding our involvement in the
Registry going forward.
