Supplemental Question No. 7:
(posed to the Internet Society on 4 September for response by 7 September 2002)

In a letter dated 30 August 2002, Chris Disspain (CEO of auDA) states as follows:

I note that the ISOC tender document states, inter alia;

"Afilias, though its relationship with AusRegistry Pty. Ltd. will be conducting the conversion of 250,000 .au domain names from a conventional system to the most current version of the EPP Protocol. This transition will occur around July 1 of this year. The transition process involves multiple data sources from different organizations under the supervision of Afilias and the Australian Domain Authority (auDA). This transition is one of the first attempted in the community in live production system."

This statement is not true. Afilias played no role whatsoever in the planning or implementation of the transition to the new Registry in .au and I am concerned that the ISOC bid has given an incorrect impression.

Mr. Disspain requests that "ISOC and Afilias be asked to formally correct the position, that such correction be published and that the evaluation committee be given an opportunity to re-consider the matter in the light of the said correction."

Please comment on Mr. Disspain's assertion that the referenced statement in the ISOC application was incorrect and, if appropriate, please correct it. Also, please comment on Mr. Disspain's observation that "Afilias played no role whatsoever in the planning or implementation of the transition to the new Registry in .au."

Dear .ORG Evaluation Committee,

On September 4, ICANN posed a question to ISOC regarding an August 30 letter from Chris Disspain of auDA in which Mr. Disspain alleges that: "Afilias played no role whatsoever in the planning or implementation of the transition to the new registry in .au", and called upon ISOC and Afilias to "formally correct the position . . ." expressed in its proposal to manage the .ORG domain.

We have conferred with Afilias and are convinced, beyond any doubt, that Afilias was directly involved in the transition process of the .AU domain from its legacy operators to the new regime. Afilias clearly participated in conducting the transition process and was unmistakably involved in the major steps of the transition process.

A potential basis of Mr. Disspain's allegations appears to be a rather narrow and rigid interpretation of the term "transition." ISOC respectfully submits that the proper scope and usage of the term "transition" does not only refer to the "go-live" event, but also to the design, planning, implementation, testing and communication processes involved in the migration of the registry from a legacy operator to a new operator. See by way of example, Section II, C11-9, in which we clearly stated that .AU’s "go-live" launch event had not yet occurred and was scheduled to occur in the future:

Afilias provided technical assistance to AusRegistry for moving parts of the .AU ccTLD to EPP, a transition now in progress and set to launch July 1, 2002.

Afilias strongly disputes Mr. Disspain's characterization of their contribution as "no role whatsoever in planning and implementation to the new registry in .au," and has numerous documents (shipped separately to you under cover of confidentiality as described in the attached) substantiating their extensive involvement in the planning and implementation of the transition process. I have attached Afilias' statement in response to Mr. Disspain's comments and I believe these documents clearly validate their contributions and role.

In conclusion, it remains our understanding that Afilias and AusRegistry technical staff worked as a team during the .AU redelegation, and our proposal (which was submitted before the actual "go-live" event took place) properly characterizes this as a joint effort.

Afilias' Statement
Re: response to ICANN Supplemental Question #7

To .ORG Evaluation Team:

At the request of ISOC, Afilias would like to formally respond to the statements of Chris Disspain, CEO of auDA, in his letter to ICANN of August 30 regarding Afilias' involvement in the transition of the .AU registry by AusRegistry (partner in the Unity Registry proposal).

Afilias disagrees with Mr. Disspain's statement that Afilias ". . . played no role whatsoever in the planning or implementation of the transition to the new registry in .au . . . ."

While we were surprised that this statement would be made at all, we believe a possible source of confusion is the definition of the term "transition." In his statement to ICANN, Mr. Disspain appears to narrowly limit his definition of "transition" to refer to only the "go-live" event that occurred on July 1 – an event at which Afilias was not physically present nor have we ever claimed to have been.

In Afilias' view, however, "transition" refers to a multi-step process that not only includes "go-live" but also the design, planning, implementation, testing, communication and other processes involved in the entire registry migration. ISOC and Afilias have established their definition of transition as this multi-step process, as is seen in Section III, C18 where it states:

The technical transition from VeriSign to PIR will involve a multi-step procedure . . . . PIR will also make plans to transition other registry-related functions currently handled by VeriSign. Relevant issues will include (but are not limited to) customer service, policy, legal, and domain name arbitration. PIR's goal is to provide seamless continuity of service to registrars and registrants in all areas."

Afilias' involvement in the AusRegistry transition was clearly characterized in this context in several instances in ISOC's proposal (Including: Section II, Executive Summary; Section II, C11.9):

Afilias has prepared an EPP transition plan based on experience both with these registrars and a similar conversion being managed by AusRegistry Pty, Ltd., in Australia. (Afilias is a minority shareholder in AusRegistry.)

It appears that ICANN, Gartner, and Unity considered the .ORG transition to be an extended, multi-part process as well.

ICANN's RFP for .ORG bids suggests that the .ORG transition is a process, not merely limited to the cutover itself:

III. TECHNICAL PLAN (INCLUDING TRANSITION PLAN)

C16. The third section of the .org Proposal is a description of your technical plan. This section must include a comprehensive, professional-quality technical plan that provides a full description of the proposed technical solution for transitioning and operating all aspects of the Registry Function . . . .

C18.1. Steps of the proposed transition, including sequencing and scheduling.

Even Unity's response to ICANN's RFP details a long, multi-step process that includes putting contracts in place, creating test environments for registrars, testing zone file propagation, data conversions, and so on. In other words, Unity understood "transition" to include many tasks involved in moving the registry from VeriSign to the new operator and getting it to function properly.

This broader meaning of transition is supported by a similar characterization in Unity's June 18 bid, in which the experience of AusRegistry (the new .AU operator and the technology provider in the Unity bid), is described as follows: "AusRegistry has successfully transitioned a registry from the previous operator. A successful transition of .org to the new operator is of crucial importance." This statement appears to refer to the successful July 1 culmination of the .AU transition project.

Gartner shared this understating of the word "transition." For example, in its evaluation of the Unity bid (page 24), Gartner noted that Unity's "transition plan is a phased approach, and takes over sixteen months to complete."

Mr. Disspain, during the transition of the .AU registry to its new operator, emailed a document entitled "Final Transition Plan" to AusRegistry personnel (Doc # 72). This document outlined a wide range of major actions necessary to develop the technical specifications and operational requirements for the transition to the new registry operator. It also illustrates Mr. Disspain's understanding that "transition" is more than a "go-live" event.

Finally, we note that planning and working through an entire registry transition – from planning, staffing and policy through technical specs through to cutover and go-live – is much, much more difficult than merely executing a data migration at cutover. In the next section, we will describe Afilias' role in the entire .AU transition.

We have separately sent more than 1,400 pages of background documentation to ICANN in a sealed box under cover of confidentiality pending authorization to release by Registrars Asia and AusRegistry. This includes: testing reports and related documentation; correspondence such as e-mails and instant message logs; meeting minutes; press coverage; press releases; travel itineraries and expense reports; and so on. The material is organized in two lists attached: 1) a catalogue of 232 documents in chronological order; and 2) a subset of 52 of these documents that included Mr. Disspain as either an author or recipient.

As we will describe below, with references to the documents in the lists attached, Afilias played an extensive and important role as AusRegistry’s teammate in this project. Below we will detail the following:

  • Overview: registry technology role
  • Co-designer, overall project plan
  • Principal designer of the registry database schema
  • Co-designer of other key components of the registry system
  • On-site technical design and consulting
  • Policy consulting
  • Consulting on organizational and personnel issues
  • Design, development and deployment of testing and evaluation tools, including a formal test report to auDA
  • Trouble shooting and problem identification
  • Corroborative public statements by AusRegistry and Mr. Disspain

We believe this record proves beyond any question that Afilias played a key role in the entire transition process.

***Overview: Registry Technology Role ***

As Registrars Asia's (majority shareholder in AusRegistry) technology partner in their bid for .AU in late 2001, Afilias provided the actual registry experience and expertise in the design and development of an EPP registry – key competencies that AusRegistry was admittedly lacking (see corroborative public statements section below). As a partner, Afilias staff worked side by side with AusRegistry staff as team members in the rapid development of a registry built from the "ground up." While we were key players across the range of technology development, we were primarily involved in the design and testing of the registry systems. Our role varied by function as detailed in the sections below.

***Co-designer, Overall Project Plan***

Beginning in late 2001, Afilias and AusRegistry jointly participated in numerous conference calls to develop and finalize the project plans for activities spanning the time up to and including the cutover to AusRegistry's system. These calls included discussion of: design, implementation, hardware deployment, co-location facilities, staffing, and testing. For example, one project plan showed Afilias staff in leadership roles in several areas (Doc #50).

***Principal designer of the registry database schema***

One of Afilias' key contributions was to design the database schema (Doc #112, #113), which provides the underlying framework that defines the elements, characteristics and relationships between the data in the registry. This schema serves as the critical foundation for the building of the registry system.

***Co-designer of other key components of the registry system***

Afilias and AusRegistry jointly conducted the code design, including functionality specifications and pseudo code, for major components of the registry system including: Whois, EPP daemon, and other ancillary functions (Doc #50). In a few areas, such as the Web interface, Afilias’ role was not significant.

***On-site technical design and consulting***

During the initial planning and design period, Afilias sent their Senior Technology Architect, Mr. Howard Eland, to Melbourne for nearly one month in January 2002 (Doc # 62). During his tenure, Mr. Eland helped design many major components of the registry system from the ground up and helped make critical decisions. Mr. Eland's contribution to the creation of the new registry was even enthusiastically acknowledged in an email from AusRegistry CEO, Simon Delzoppo, to Afilias' Chief Technology Officer, Ram Mohan (Doc # 84).

On January 10, 2002, Mr. Delzoppo sent an email to AusRegistry and Afilias personnel, forwarding a document from Mr. Disspain entitled "Transition Plan Final" (Doc # 72) This email directly confirms Mr. Eland’s involvement in the planning for transition during his work in Melbourne. This document outlined a wide range of major actions necessary to develop the technical specifications and operational requirements for the transition to the new registry operator. It also illustrates Mr. Disspain's understanding that "transition" is more than a "go-live" event.

In addition, Afilias dispatched an experienced Quality Assurance Engineer, Will Luczak, to AusRegistry offices in May 2002 to conduct independent tests (described below) under the supervision of Afilias and auDA (Doc #160).

***Policy consulting***

During the planning phase, it was learned that information pertaining to mail servers was contained in the legacy DNS zone files for .AU (Doc # 106). Based on its registry experience, Afilias determined that the maintenance and propagation of these mail records should not be the responsibility of the .AU registry. The inclusion of these records would have added unnecessary complexity to the registry. Given this, the team petitioned auDA to remove the existing MX records so that new .AU registry had only pertinent DNS resource records, providing a more efficient configuration.

Afilias also provided counsel on the issue of domain transfers. Upon the creation of newly authorized .AU registrars (rather than the previous system of resellers used by Melbourne IT), Afilias counseled AusRegistry on the process of transferring existing domain names from Melbourne IT to the corresponding "new" authorized .AU registrar (previously a reseller). This unique registrar-to-registrar transfer issue was successfully resolved based on Afilias' counsel (Doc #87, #85).

***Consulting on organizational and personnel issues***

While in Melbourne, Mr. Eland interviewed and helped to select and train new registry technical personnel in order to quickly meet the staffing requirements of the new registry. He also reviewed skill sets of the existing technical team and recommended the replacement of several original staff members, a recommendation that AusRegistry implemented. In addition to direct recruiting and training, Mr. Eland helped AusRegistry's management draft new job descriptions, meet with personnel agencies, and even restructure the transition team several times as the project progressed.

On January 31, 2002 AusRegistry CEO Simon Delzoppo sent a Registry Progress Report to Mr. Disspain (Doc #114) and Afilias staff. This document summarized all progress, including registry design, staffing, systems testing, hardware, zone files, etc. In it, Mr. Delzoppo wrote to Mr. Disspain that "Senior Management (Adrian Kinderis and Simon Delzoppo) are overseeing the project assisted by staff from Afilias."


***Design, development and deployment of testing and evaluation tools, including a formal test report to auDA***

As envisioned at the start of Afilias' relationship with AusRegistry, one of Afilias' primary responsibilities was the thorough testing of the major components of the system to ensure readiness for conversion. This included rigorous detrimental connection testing, sustained load and peak testing, core compliance testing, and performance testing. Afilias also supervised other tests, such as system failover scenarios, that could not have been performed simply with code. Afilias' staff verified these tests with auDA (Doc #150).

Since we are aware of no "off-the-shelf software" to test large scale registry systems based on the evolving EPP protocol, Afilias designed and deployed a multi-test suite that included procedures for EPPv0.6 compliance, auDA extensions, billing functionality, boundary condition testing, DNS and transfer tests, failover tests, status tests, renew tests, and load tests (Doc #151, #152).

Afilias has built a reputation as an expert in the new EPP registry technology. AuDA formally commissioned Afilias to conduct the testing under its auspices (Doc #161) to ensure that the newly created registry system complied with the rigorous specifications of the EPP protocol, and that it would be able to handle the anticipated load of over 250,000 domains from legacy registries, and additional criteria established by auDA.

In May 2002, Afilias dispatched an experienced Quality Assurance Engineer – Will Luczak – to the AusRegistry offices to implement the test procedures noted above under the supervision of Afilias and auDA. (Testing was clearly identified by Unity to be part of a transition process in their .ORG proposal – see C18.1 Steps of the proposed transition, including sequencing). The Afilias test resulted in both a preliminary report and an extensive Final Report (Doc #222).

As documented by AuDA in its Transition Plan document (Doc #72), Disaster Recovery Planning and implementation was a key component of the transition of the .AU domain to the new registry. An email from the CEO of AusRegistry, Simon Delzoppo, documents Afilias’ contribution: “a full disaster recovery [test] under the supervision of Will Luczak and auDA” (Doc #186).

Many test cycles were run and re-run as bugs were found, reported, fixed, and retested to confirm their repair. Afilias not only conducted these tests, but also provided recommendations whenever problems were found, contributing to improved stability and an ultimately successful launch.

***Trouble shooting and problem identification***

Afilias, at its own expense, also commissioned an independent study of AusRegistry's database design and Oracle system implementation (Doc #98, #119). As a direct result of this analysis, Afilias recommended to AusRegistry that it modify its Oracle platform for implementation, from a questionable Network Attached Storage (NAS) and Real Application Clusters (RAC) implementation model to a SAN-based model. Without Afilias’ analysis and guidance, the new .AU registry may well have encountered significant start-up issues during cutover and ongoing performance and reliability problems.

In addition, following the .AU registry’s certification by an independent Oracle consultant less than two weeks prior to AusRegistry's scheduled "go-live" date, Afilias personnel detected Oracle locking problems during testing that required the installation of a patch (Doc #192, #194, #196, #199). Indeed, Afilias' detection of this problem played a direct role in ensuring the stability and readiness of the registry to complete the transition process and data cutover in July.

***Corroborative public statements by AusRegistry and Mr. Disspain***

We do not wish to minimize the role of AusRegistry staff in the transition. Afilias clearly attempted to characterize its relationship with AusRegistry in an accurate manner. In the very beginning of ISOC’s proposal (Section II, Executive Summary), it clearly states that for the proposal:

Afilias has prepared an EPP transition plan based on experience both with these registrars and a similar conversion being managed by AusRegistry Pty. Ltd., in Australia. (Afilias is a minority shareholder in AusRegistry.)

The successful development and deployment of the large-scale registry system AusRegistry deployed required a wide range of skills and experience, and, as illustrated by the above description of its activities, Afilias provided irreplaceable registry expertise critical to the success of this effort.

In the selection of the new .AU registry operator, auDA relied on competent registry experience as a critical factor in their selection process. At the time of the submission of their proposal to auDA, RegistrarsAsia possessed no relevant registry experience. Public statements by AusRegistry directors and Mr. Disspain himself indicate that they looked to Afilias to provide this competency to fulfill the technical experience to win the contract.

According to Kinderis, one of the reasons AusRegistry had turned to Afilias, operator of global top-level domain .info, as a strategic partner was because of its experience with EPP (extensible provisioning protocol). "zThe auDA's request for tender included the requirement that the registry be developed using EPP….. They'll bring the experience of having launched a registry on a global scale," he said. "We are building from the ground up here." (ZDNET Australia, 12/12/01)


Chris Disspain, CEO of auDa said AusRegistry has an "excellent vision" for the au2LDs and brings together strong strategic partners to ensure a world-class registry. AusRegistry will work with Afilias, the operator of the new .info global top-level domain to help build the registry infrastructure and promote the registry." (Computer Daily News, 12/12/01)

AusRegistry will draw on the experience of Afilias, the operator of the new .INFO global top-level domain (gTLD), to help build the enhanced registry infrastructure and execute an integrated marketing communications campaign.(AusRegistry press release, 12/12/01)

Afilias stands by the characterization of our involvement noted in the ISOC proposal. However, if it helps to clarify our role, we would be agreeable to clarifying the paragraph in question in the following manner: "Afilias, through its relationship with AusRegistry Pty. Ltd, will be participating in conducting the conversion of 250,000 .AU domain names from a conventional system to the most current version of the EPP protocol. This transition will go-live around July 1 of this year. The transition process involves multiple data sources from different organizations. The testing of the new registry’s ability to perform adequately was conducted under the supervision of Afilias and the Australian Domain Authority (auDA). This transition is one of the first attempted in the community in a live production system."

In summary, Afilias rejects Mr. Disspain's characterization of Afilias as playing ". . .no role whatsoever in the planning and implementation of the transition to the new registry in .au . . . ." We urge the ICANN staff and Evaluation Committee to examine the evidence provided here and determine if Mr. Disspain’s statement is warranted. We worked hard as a team member on this important transition project and we believe that our contribution to the ultimate success of the .AU transition illustrates experience that will help us ensure a stable and successful transition for .ORG, should the ISOC bid be selected.
