This meeting continues the cross-community dialogue started during the 17 January 2018 webinar on how the community, Board and org can work together to establish a standing panel for the Independent Review Process (IRP). The Bylaws require the Advisory Committees (ACs) and Supporting Organizations (SOs) to work together to nominate seven members as a slate to serve as the standing panel for the IRP, based on the panel qualifications laid out in the Bylaws. This coordination and nomination effort is a new requirement for the ICANN community, and raises significant issues to address.
Seating a standing panel is an important step in enhancing ICANN’s accountability through the IRP, which provides an independent dispute resolution forum to consider claims that ICANN violated its Articles of Incorporation or Bylaws. The IRP standing panel, once convened, will be responsible for issuing binding and precendent-setting declarations on ICANN’s conduct.
