GNSO: Review of all Rights Protection Mechanisms in all gTLDs (2 of 3)

Part 2: The GNSO's Review of All Rights Protection Mechanisms (RPMs) Policy Development Process (PDP) Working Group was chartered in March 2016 to conduct a two-phased PDP. In Phase One, which is ongoing, the Working Group is reviewing all the RPMs that were developed for the 2012 New gTLD Program. In September 2017, the GNSO Council approved a request for extensive data collection on the Sunrise and Claims RPMs from the Working Group, involving surveys of registries, registrars, trademark and brand owners, actual and potential domain name registrants, and public interest groups and industry associations. In addition, the Working Group established three Sub Teams to identify additional data needs and inquiries specifically concerning Uniform Rapid Suspension (URS) providers, practitioners, and related documents. Before ICANN62, the Working Group is expected to receive responses to questions intended for the current URS providers and experienced URS practitioners. In the second of three open community sessions being held at ICANN62, the Working Group will engage in a discussion on procedural issues with the Uniform Rapid Suspension (URS) and Phase One. The URS is a dispute resolution procedure, based substantially on the longstanding Uniform Dispute Resolution Policy, that allows trademark owners to obtain a suspension of a domain name that was registered and used in bad faith by a third party without legitimate rights in the name.
