concerning new domain names, I would suggest 3 items
1. a domain for local entitities such as towns & cities and counties perhaps
*.local
2. flexibility under a category such as *.net  or *.firm or *.nom for those
starting 
    small and may later become big and not having to continue change domains.
3.  have a provision to hinder speculation, such as one with corporate name
having
     prior claim when properly registered with government agency such as "dba"
in
      illinois ("doing business as") rather than the expense of incorporating
      and have some period before granting final rights to allow other
claimants
       rather than simply giving out "maceys.com" to the first one who asks,
rather
        allow for a period of time for challenges and the requester might be
asked
        what the intention of registration and disallow resale for a period of
years
         without penalty when purpose is not declared not to be speculation
         and have a longer review period when purpose is speculation.
