Short answer, YES! Not only WOULD they, but they already do monitor their
employees internal E-Mail now.

The Swedish Postal Services is a Swedish Governmental organization.
The US Postal Service in not entirely. Big difference. And YES, the
the US Postal Service would defiantly monitor their employees voting
record if it was not made secret. Hell they even have monitoring
cameras in their employee bathrooms.
