In many countries there's no legal term for Non-Commercial.

This is true.  But not in most countries.

Even the religious and charity organizations have to register here in
Panama (for example) as Non-profit.
That is because they occasionally engage in Commercial activity
of some sort, as I understand it from the US consulate office.

I think you want that all organazitaions registered as Non-Profit
be not admited in NCDNHC, even those ones that cannot have another
legal status for the only reason that in such countries doesn't exists
another status legally.

No, I would like to see that all Constituencies be distinct in as much as
possible with their constituents.  Some organizations or entities do not
specifically qualify as NON-COMMERCIAL.  As such they either belong
in some other Constituency or a NON-PROFIT Constituency needs
to be set up, and quickly.

By the way, the term NON-PROFIT is a very general term that implies that
activities of an organization registered under such legal term are
not making for profit activities.

That is exactly right!  >;)  However it does not imply that they
are NON-COMMERCIAL.  Some would be, NON-COMMERCIAL,
others would not be.
There will be ocassions where
organizations registered under NON-PROFIT are encouraging for profit
interests...but in the most of the cases, NON-PROFIT is sinonym of
NON-COMMERCIAL.
Yes in some cases, you are correct that some NON-PROFIT entities
only encourage profit interests on a commercial basis.  However the term
NON-PROFIT is defiantly NOT, legally speaking, a synonym for
NON-COMMERCIAL.
