  This is I believe factually incorrect.  I am connected with several
organizations
in Panama that are legally registered as NON-COMMERCIAL under Panamanian
law...

  To a point this is correct.  And under that current definition the legal status
of an applying organization if a distinction legally exists in the country
of origin or jurisdiction has a NON-COMMERCIAL distinction that differs
in essence with a NON-PROFIT distinction, and that entity is not legally
defined as NON-COMMERCIAL than it does not qualify.  However, this
definition by the NCDHNC is questionable under US law and treaty as
US law does make a distinction and the ICANN as well as the DNSO
is a US based company, US law than predominates.

  The ISOC would be questionable, possibly.  The IEEE, I do not know.

  The ISOC's activities are not strictly NON-COMMERCIAL.
