IDNO letter




The recent refusal of ICANN to even accept the petition of the IDNO for
recognition as a constituency of the DNSO is a direct and clear violation
of the ICANN bylaws.

The petition was both timely and properly submitted under ICANN's bylaws.

The bylaws require that such petitions be considered by the ICANN board.

ICANN's refusal to even accept the petition is a decision of ICANN's
board.

Yet that decision was made without benefit of prior announcement, without
public comment, apparently even without there being a meeting.

As such, the decision was made by a process contrary to ICANN's bylaws.
