I find it amazing that ICANN is promoting this RALO-signing when we're far from agreement on a document to sign. ICANN legal has objected to provisions that would give the RALO -- and more importantly, the public it serves -- enforceable rights against ICANN. Without such provisions, I believe a RALO disserves the North American public interest.
