Item 1: Seating of the 2013 / 2014 Council

1.1 Roll Call

1.2 Statements of interest were received from the new Councillors

• Mikey O'Connor – SOI Internet Service Providers & Connectivity Providers
• Amr Elsadr – SOI Non Commercial Stakeholder Group
• Avri Doria – SOI Stakeholder Group
• Daniel Reed – SOI Nominating Committee Appointee

1.3 Review/amend agenda
The agenda was approved.

Item 2: Election of the Chair

One nomination was received for this position, Jonathan Robinson. The GNSO Council held a question & answer session over the weekend with Jonathan Robinson. The Council proceeded to elect the chair according to the GNSO Operating Procedures. [PDF, 125 KB]
The vote was by secret ballot which had two options:

[] Jonathan Robinson as the sole nominee for the 2013/2014 Chair
[] None of the Above.

The results were unanimous in favour of Jonathan Robinson.

Jonathan Robinson is elected chair of the GNSO Council for a term of one year, November 2013 to the end of the Annual General Meeting in 2014.

2.2 Officer Elections: Chair and Vice-Chairs

Each house is responsible for electing a vice chair.
Volker Greimann was elected Council vice chair from the Contracted Parties House.

David Cake was elected Council vice chair from the Non Contracted Parties House.

Item 3: UPDATE & DISCUSSION – Meeting with the ATRT2

Brian Cute, chair of the ATRT2 provided Council with an overview of the ATRT2 report:

The discussion which followed highlighted that more attention should be paid to communications to attract new volunteers as well as focusing clearer communications to the ICANN Board. There are participants who actively participate but in fact represent large and diversified groups of people. The Review team should be aware that the GNSO is trying to build in a culture of self-correction and continuous improvement into its work and will continue this theme including use of audit-based review self-review work.

Maria Farrell mentioned that the ATRT2 recommendations included the insertion of a new step into the PDP which is that people who are not happy with how their public comments were summarized are able to insert a response.

Maria Farrell suggested that a small group, which she is willing to lead, respond in writing to the ATRT2 on this matter.

Action Item:

Maria Farrell to lead work on the ATRT2 recommendations.

Item 4: Any Other Business

Jonathan Robinson reminded the Council of the Council development meeting on Friday, 22 November 2013, at 10h00 in the Sheraton Hotel in Buenos Aires.

In the absence of any other business Jonathan Robinson adjourned the GNSO Council Public Administrative meeting and thanked everyone for their participation.

The meeting was adjourned at 19:15 UTC.

The next GNSO Council meeting will take place on Thursday, 12 December 2013 at 15:00 UTC.
