Joinder of Regional Latin-American and Caribbean IP Address Registry (LACNIC) into RIR-ICANN Memorandum of Understanding

Note: This joinder was signed by LACNIC and ICANN on 30 October 2002. It became effective on 31 October 2002, when the ICANN Board proclaimed LACNIC's joinder in resolution 02.126.

Joinder of Regional Latin-American and Caribbean IP Address Registry (LACNIC) into RIR-ICANN Memorandum of Understanding

Recitals:

1. In October 1999, an Address Supporting Organization Memorandum of Understanding (ASO-MOU) was entered by the Internet Corporation for Assigned Names and Numbers (ICANN), Asia Pacific Network Information Centre, American Registry for Internet Numbers, and Réseaux IP Européens Network Coordination Centre.

2. The parties entered into Amendment 1 to the ASO-MOU.

3. The ASO-MOU as amended allows additional Regional Internet Registries (RIRs) to join in signing the MOU after they have been approved by ICANN.

4. On 28 November 2001, the Regional Latin-American and Caribbean IP Address Registry (LACNIC) applied for recognition as a new RIR in the region of Latin America and the Caribbean.

5. On 14 March 2002, the ICANN Board gave its provisional approval to the LACNIC application for recognition and transition plan, subject to submission, in consultation of the ICANN President, of a revised application for full recognition of LACNIC in conformance with the criteria set forth in ICP-2 and the ASO-MOU.

6. A revised application submitted by LACNIC has been determined to be in conformance with the criteria set forth in ICP-2 and the ASO-MOU, and has therefore been approved by ICANN.

Therefore, it is agreed:

1. ICANN hereby approves LACNIC as a Regional Internet Registry eligible to sign the ASO-MOU as amended.

2. LACNIC hereby enters into and joins the ASO-MOU as amended.

3. LACNIC's joinder in the ASO-MOU shall become effective upon its proclamation by the ICANN Board.
