QUALIFICATIONS
Statement addressing the candidates qualifications and experience specifically relevant to
   (a) ICANN's technical and administrative responsibilities, and
   (b) your leadership and policy-level roles.
I am the founder and chief executive officer of a nonprofit organization, the Alliance for the Preservation of E-mail eXchange (APEX).

I joined Mail Abuse Prevention System (MAPS) in February 1999 as its Executive Director. MAPS is the leading provider of education, tools and resources for controlling electronic mail abuse, and was recently named as one of Ten Web Sites That Will Change the World (see http://news.bbc.co.uk/hi/english/business/newsid_621000/621850.stm). Prior to joining MAPS, I created and developed the network abuse and security department at Pacific Bell Internet Services in late 1996, and then developed and managed the network abuse department at Southwestern Bell Internet Services in mid-1997 when the two parent corporations merged. I also developed and managed the company's Safety 'Net program.

I have previously held senior management positions at not-for-profit organizations. From 1990 to 1991 I was chief executive officer of the committee charged with administrative and financial oversight of student publications at the University of Washington. From 1984 to 1987 I was the chief operating officer of a not-for-profit organization representing the professional interests of legal assistants in the New York metropolitan area.

I have no ICANN-related interests. Specifically, I have never had an employment or consulting relationship with ICANN. I have no ownership or investment interest in any ICANN-related businesses, and I have no official position in any ICANN-related business or organization.

I do not question the qualifications, competency or commitment of any candidate. In particular I want to commend ICANN for nominating Professor Lessig. However, none of the candidates strike me as having a primary focus on the user community, and it is in order to fill this gap that I decided to become a candidate. On its home page, ICANN states that it is "a broad coalition of the Internet's business, technical, academic and user communities". The primary purpose of the At Large directorships is to provide for representation of the "user community". Businesses, ISPs, registrars and the IETF have other opportunities for representation on the ICANN board.

My fundamental perspective is that of an Internet *user*, although my career has included deep involvement in the legal, business, academic and technical communities. I believe that ICANN is dominated by business interests to an unhealthy degree, and I am especially eager to see a strong representation of the Internet user community, a voice that has been unheard thus far.

I think the best evidence of my worthiness as a representative of the user community has been my work on the spam problem over the past four years, first at Pacific Bell Internet Services and then with Paul Vixie and the MAPS RBL project. I want to bring this same kind of activist sensibility and viewpoint to the ICANN board.

I have deep concerns about how ICANN has operated to date. It is inexcusable that ICANN has taken so long to deal with the issue of generic top level domains. In addition, the domain name dispute resolution process is imbalanced, with intellectual property interests favored too heavily. I am especially troubled that ICANN's current board seems too captivated by money and gives little more than lip service to democratic values.

As an At Large director, I will be committed to the pursuit of thorough and fundamental changes at ICANN. I will insist on inclusiveness and openness as guiding principles of ICANN, and I will pursue democratization of the organization at all levels. I want to ensure that the policy decisions made by the ICANN board balance the rights of speech, privacy and property. I want to promote universal and affordable Internet access. I want to see ICANN become an efficient and effective vehicle for the further progress of the Internet instead of the impediment is has been thus far.
