QUALIFICATIONS
Statement addressing the candidates qualifications and experience specifically relevant to
   (a) ICANN's technical and administrative responsibilities, and
   (b) your leadership and policy-level roles.
I hold a law degree from SungkyunKwan University. I specialize in Corporate and Intellectual Property laws. My administrative experiences include 12 years of public service as an official of Judicial Department. My responsibilities encompassed personnel, financial management, and a supervision of legal matters relating to technology -intellectual property rights.

My proudest achievement during these years includes my direct and important role in Supreme Court / LG-EDS Systems led Real Estate Registration Computerization-Automation project. It automated all real property (500 million items) registration in Korea. Praised for it's technologically innovative utilization of 3 tire middleware application in a Client/Server environment, it was the largest public IT project in the history of Republic of Korea. My contribution in this historic endeavor included supervision of technology-legal issues involving and administrative (budget and personnel) functions.

I am also an author of many published works on technology-intellectual rights related issues.

ICANN is an organization that oversees the wide spheres of the Domain Name System, including technical, legal and business rules and protocols involving DNS. Given the responsibility of ICANN, I feel I can contribute significantly on many issues that needs to be addressed by ICANN in order for it to be a more fair and effective organization, including improvement of efficiency, rights of Domain Name Holders, more voting rights for its members, new TLDs, more fair representation of Asia/Australia/Pacific region, etc?

   (a) Employment and consulting relationships
   (b) Ownership or investment interests in any ICANN-related businesses
   (c) Official positions in any ICANN-related businesses or organizations
I have no connection with ICANN or ICANN-related interests. A factor I consider critical in a nominee. As an only elected element in ICANN organization, the Board of Directors should not only conscientiously carry out it's administrative functions, but also act as a representative voice of its members. I consulted many leading businesses regarding legal and e-commerce issues. And as a third party, consulted intellectual property dispute between Registrars.

As mentioned before, I served 12 years as a public official and consultant in legal and technology sector. I am also a research fellow at Korea Business Law Institute since 1998. I have a great interest in Domain Name System, both in technological and legal aspects of it. My understanding of these fields are reflected in some of my publications and research papers listed below

My personal and professional interest, and research, has led me to a strong conviction that there are many elements of ICANN that should be improved for it to be a truly fair and effective organization.

These are some of the many specific issues that I will work on when elected:

Efficiency- ICANN as it exists now, is an inefficient and unproductive organization. I will push for measures that will improve its administration and efficiency.

Rights of Domain Name Holders-Legal definition of ownership rights regarding Domain Name varies among different Registrars. I will push for clear and secure rights of Domain Name Holders.

More Authority for ICANN Members I will push for more voting rights and stronger voice for members on major issues affecting Domain Names.

More Fair Representation of Asia/Pacific Community-ICANN, I believe, is biased towards America/Europe. Asia/Australia/Pacific region make up 2/3 of the membership and large percentage of Domain Name Holders, but they have no real voice in ICANN policy making process. The majority of its nominating committee members, directors, officers, employees are American/European. ICANN has been very negative towards the concept of non-English, local language domain names. I could go on and on. I will strongly push for more fair and inclusive measures that would better reflect the views of Asia/Pacific region.

New TLD- I will be a strong advocate inside ICANN for the speedier and wiser implementation of this crucial issue.

I believe I have a unique combination of legal -technical expertise needed by ICANN, administrative experiences in public organization (I know how to get things done), deep knowledge of Domain Name System, strong sense of fairness, and no personal relationship with ICANN insiders (I will work for the greater good of the public).

Status as an official of a national government or a multinational entity established by treaty or other agreement between national governments, such as an elected official or employee of a government or multinational entity.
I am currently an official of the Republic of Korea's Judicial Department. I spent large part of my life in pursuit of public and individuals rights in the technology driven, fast changing, and often complex modern world. I passionately hope for the opportunity to serve even wider segment of the world's citizens.
