                  As mentioned before, I served 12 years as a public official 
                  and consultant in legal and technology sector. I am also a 
                  research fellow at Korea Business Law Institute since 1998. I 
                  have a great interest in Domain Name System, both in 
                  technological and legal aspects of it. My understanding of 
                  these fields are reflected in some of my publications and 
                  research papers listed below

My personal and professional interest, and research, has 
                  led me to a strong conviction that there are many elements of 
                  ICANN that should be improved for it to be a truly fair and 
                  effective organization. 
                  
These are some of the many specific issues that I will work 
                  on when elected: 
                  
Efficiency- ICANN as it exists now, is an inefficient and 
                  unproductive organization. I will push for measures that will 
                  improve its administration and efficiency. 
                  
Rights of Domain Name Holders-Legal definition of ownership 
                  rights regarding Domain Name varies among different 
                  Registrars. I will push for clear and secure rights of Domain 
                  Name Holders. 
                  
More Authority for ICANN Members I will push for more 
                  voting rights and stronger voice for members on major issues 
                  affecting Domain Names. 
                  
More Fair Representation of Asia/Pacific Community-ICANN, I 
                  believe, is biased towards America/Europe. 
                  Asia/Australia/Pacific region make up 2/3 of the membership 
                  and large percentage of Domain Name Holders, but they have no 
                  real voice in ICANN policy making process. The majority of its 
                  nominating committee members, directors, officers, employees 
                  are American/European. ICANN has been very negative towards 
                  the concept of non-English, local language domain names. I 
                  could go on and on. I will strongly push for more fair and 
                  inclusive measures that would better reflect the views of 
                  Asia/Pacific region. 
                  
New TLD- I will be a strong advocate inside ICANN for the 
                  speedier and wiser implementation of this crucial issue. 
                  
I believe I have a unique combination of legal -technical 
                  expertise needed by ICANN, administrative experiences in 
                  public organization (I know how to get things done), deep 
                  knowledge of Domain Name System, strong sense of fairness, and 
                  no personal relationship with ICANN insiders (I will work for 
                  the greater good of the public).
