Statement addressing the candidates qualifications
and experience specifically relevant to
    (a) ICANN's technical and
administrative responsibilities, and
    (b) your leadership and policy-level
roles.

I have served in significant leadership roles:
  - In more than a dozen years in legal practice in two states, I have advised
a wide variety of clients, including federal, state and local governmental
organizations and boards; the second largest utility in the U.S.; small and
medium-sized businesses; and a large number of nonprofit organizations.

  - As owner of a web design firm since 1996, I have continued to contribute
a significant amount of time and resources to the public interest, building
sites for a national civil rights group, as well as environmental and political
organizations. I stand prepared to devote even more time to serving the public
    through ICANN.

| BACKGROUND |

Background information, personal statement, URL, or other information
you would like posted in connection with your name on the ICANN
website.

 | My platform is set forth in detail at www.netgaincc.com/icann
  with four fundamental "planks"
Communication
If elected an at-large director of ICANN, my first priority will be to improve
public communication of vital information on international domain issues. At
the very minimum, I will ensure ICANN more effectively uses the very medium
  it seeks to regulate.
With an extensive professional background in journalism,
intellectual property law and web development, I pledge a major contribution
of my time and skills to bring ICANN's outreach effort up to satisfactory standards.
Representation
Having followed ICANN closely since its formation, it appears clear to me that
these relatively smaller portions of our economy and society could easily get
"lost in the shuffle" in the coming years.
As one example, on the now-pending top-level domain (TLD)
additions, will the interests of nonprofit organizations, political and ethnic
minorities, and small or medium-sized businesses be represented in ICANN deliberations?
Regulation
The current ad hoc approach to rulemaking cannot continue if ICANN is to fulfill
its mission as a worldwide internet regulatory body.
As a very visible example, in the current top-level domain
(TLD) controversy, ICANN has done little to assist in a meaningful debate between
competing positions. Rather than at least proposing a set of draft regulations,
key issues such as intellectual property rights conflicts have been left "up
for grabs" among those willing to put $10,000 up to sponsor at TLD.
Registration
Has there really been a meaningful effort to register members of the worldwide
internet community in ICANN At Large? If this democratization of the process
is to be anything except window dressing, an online voter drive must be conducted
this fall, and adequate server resources must be readied for the task.
There simply is no reasonable excuse for ICANN's technical
failures in the last two weeks of the registration process. Its initial forecast
of 10,000 registrants was incredibly myopic.
