QUALIFICATIONS |
Statement addressing the candidates qualifications
and experience specifically relevant to
(a) ICANN's technical and
administrative responsibilities, and
(b) your leadership and policy-level
roles.

ICANN's challenge is to balance a multitude of intensely conflicting and competing private interests in order to serve the greater public benefit. I've served in three roles where this skill was required:
a.) Counsel to the Interior & Insular Affairs Committee (U.S. Congress/House of Representatives) under the Chairmanship of Mo Udall;
b.) Director of Institutional Affairs for the U.S. Office of Technology Assessment; and
c.) Director of the Southern Arizona office of the Department of Water Resources ("DWR").
DWR's role, in particular, echoed the role of ICANN in the current gTLD debate; the agency was charged with allocating scare water resources, in an arid environment, where demand greatly outstripped supply.
After 8 years in the public sector, I entered the private practice of law, and currently serve a number of small software and internet companies.

What others say about me is likely to be of more use to you than what I say about myself. Still, I can't help spouting off just a bit:
-The gTLD drought is totally artificial, and should be expanded to thousands as quickly as possible.
-Owners of globally-recognized trademarks are justified in asking that their names be pulled off the table to prevent a deluge of enforcement actions. The standard for a global mark, however, should be Very high.
-If ICANN doesn't succeed, then the U.S. Congress, currently controlled by people like Trent Lott and Tom DeLay (ack!), can be expected to step in and take over. Such an outcome would truly be terrible, and each of us should do all we can to launch ICANN into the right orbit.
-I am at home with technologists.
