- Director of the CNUCE Institute of CNR (National Council for Research) from 1983 to 1996; in 1985 CNUCE activated the third node of Arpanet in Europe;

- President of TERENA (Trans European Research and Education Networking Association), from 1995 to 1999.

QUALIFICATIONS
Statement addressing the candidates qualifications and experience specifically relevant to
   (a) ICANN's technical and administrative responsibilities, and
   (b) your leadership and policy-level roles.
As Director of CNUCE institute of CNR, I promoted in the mid-eighties the interconnection of our institute to ARPAnet and the introduction of EARN (the European BITnet) in Italy. CNR/CNUCE was among the founding members of ISOC; I have been active in ISOC activities and INET conferences, and recently I am acting as VP for public policy in the ISOC Advisory Council. I have been president of TERENA (Trans European Research and Academic Networking Association), from 95 to 99, representing the interests of several registries and non commercial domain names holders in Europe; TERENA has been charter member of ISOC and also the house for the RIPE/NCC service before it became and independent entity. I have been involved in the management of the ccTLD “.it” since its beginnings, and I am presently in charge of the international relations of the registry. My institute (CNR/IAT) is also providing technical support to some ccTLD of developing countries. Lately, I have been involved in the ICANN process, representing the ccTLD constituency and I also act as an advisor to the Italian government representative in GAC.

PERSONAL STATEMENT

I realize that this period is particularly crucial for the evolution of the "Internet Governance", due to the growing relevance of Internet in many fields of social life, such as trade, culture, entertainment, education, etc., which has led many governments, and the European Union, to dedicate particular attention to the activities of ICANN. Two major problems, already being addressed, have to be solved soon. One is the interaction with the governments, in order to encourage them to promote internally the self regulation of the Internet and to intervene only to ensure the protection of the users, without limiting the freedom of expression and the true spirit of the Internet. The other is the relationship between ICANN and its constituent bodies (the Supporting Organizations), in order to ensure the stability and the financial self sufficiency of ICANN. Once that those problems are close to a solution, the hand over of the supervision of the Internet from the US Department of Commerce to ICANN should be completed as soon as possible.

At that point I would like to see that the focus of ICANN to shift back from more policy oriented to more technically oriented activities. It is obvious that there will be the need for international strategic activities to ensure the evolution of the protocol standards, a smooth migration towards a bigger address space and an ordered evolution of the name space (DNS), which should protect the existing Intellectual Property rights and at the same time meet the expectations of the ISPs, of the end users and of the Internet community in community in general.
