I am a "venture technicalist": I run a private technical and limited financial investment practice in the network business area for 15 years. I engineer a project often of some magnitude (concepts, software, company creation), validate it through real operations and sales, sell it and stay as a consultant. After Satellite, Minitel and Fax, I am now fully dedicated to Internet ventures.

QUALIFICATIONS
Statement addressing the candidates qualifications and experience specifically relevant to
   (a) ICANN's technical and administrative responsibilities, and
   (b) your leadership and policy-level roles.
A French Navy communication officer, I joined Tymnet (first public US packet switch service) which pioneered the US international liaisons with European and Far/Middle East PTTs (95% of the US international public X.75 traffic at that time). I headed their extended services (international, Minitel studies, smart international services and information data bases, technology exchange with foreign manufacturers/operators). I designed their X121 addressing scheme for the USA and the 30 countries we operated. I participated in IBI and CCITT Group III meetings and started a PTT biyearly meeting. I proposed an accepted globalization of the ISO model. I am quite familiar with international relations, policy making and e-lobbying in our field.

I have some experience of Internet: I own my hosts and nameservers, I have more than 500 sites on line and my own remote server management technology. I currently head two propositions for new TLDs: ".sys" for formated domain names (VPN, large groups, product lines) and ".wiz" for studying new addressing semantics.

From past experience in international telephone and data addressing schemes, I see the IP addressing plan and numbering scheme as the key issue with major impacts on banking and telecommunications industries. IMHO TLDs are minor interest as they will soon become a free market as written in the technicalities of the DNS system and in common business sense.

I have no interest, ownership or position with any ICANN related business or organization except than I chair two non profit organizations proposing new TLDs. I own 4000 domain names for real operations

BACKGROUND

I am 55, married, father of 3 (one deceased). I am from the French Naval Academy, with several degrees in literature and sciences. I have an MBA level training.

I acquired an inner knowledge of many public networks issues in business, political and technical fields, having sold, installed, customer supported and operated networks, systems and services, of some millions of dollars (PTTs, multinational groups) or of my own personal development and conducted public interest projects. I have a political experience of this industry both private vs public and US vs European relations, with connections in this area.

People consider I have a vision of this industry because I see the things in a pragmatic way down to their future conclusions and common usage. Actually my ideas turn to be true in a reasonable number of cases as I see both the market evolution of my last 25 years in this business and the projects I currently develop.

I would fight for the ICANN to be the secretariat of a consensus oriented democratic conference gathering users and technical associations, industry representatives concerned by the development of the internet and governments due to its impact on the day to day life of people and some international issues. I do not support the concept of a self appointed governance and of a worldwide power. IMHO the ICANN should be subsidized by the participants from their own corporate Members and public institutions, not from any fee, tax, or user Membership.

I strongly defend the extension of the Netiquette to include:
- a decent behavior of the TLD (and of their clones which will necessarily appear),
- the right for every human being to have an Internet address and his private information and property protected
- the right to share into the internet management to protect his own ideas and interests.
I think that such a simple thing as to understand, accept and protect a mutual decent respect has more pragmatic power than petty political pacts (even against large financial interests).
