I worked for TANET (Taiwan Academic Network) Management Committee from 1992 to
1998. During 1994-1999, I was one of founders and the International Committe for the High
Performance Computing and Communication Series Conferences in Asia (HPC Asis'xx).
This Series of Conferences include more than 12 countries in Asia Pacific Region (USA, China,
Taiwan, Japan, Korea, Singapore, Australia, Indonesia, Malaysia, Thailand, India, New Zealand,
,..etc.). I was the conference chair for the HPCC Asia'95 at Taipei in 1995 (more than 1,500
attendees from 26 countries and 150 sessions). I also organized for TANET'96 conference at
HsinChu in 1996 (more than 2,000 attendees and 180 sessions). In 1998, I organized Net'98
conference at Taipei, Taiwan (more than 15,000 attendees and 200 sessions). Since 1996, I worked
for the international affairs committee for TWNIC.
During 1994 to 1999, I participated NII project
which developed Internet Infrastructure Policy for Taiwan Government. Since 1995 til now, I
participated most of the Internet related meetings for TWNIC (APNG, APTLD, APNIC, ccTLD,
DNSO, ASO, CDNC, ICANN, APEC, PECC, NII, WWW..etc.). I am one of the APNIC
Executive Council since 1999 til now. I participate ICANN meetings since 1998 til now. From
my experience, I started as a technical people in computer and internet industry. Since 1990,
I am working on management and policy level in Supercomputer Application and Internet
Infrastructure.

I worked for TANET Management Committee from 1992 to 1998 which devlope Internet
Service Policy and Implementation for Taiwan Academic Community. I participated
Government NII project in Taiwan from 1994 to 1999. Since 1995, I participate most of
the Internet meetings (APNG, APNIC, ccTLD, DNSO, CDNC, APEC, ICANN, PECC, GII..etc.) for TWNIC.
I am one of the EC members of APNIC since 1999. I participated Multiligual
Domain Name Meetings since 1998. I have strong interest in the internet development not
only technical development, but also Internet business, its impacts to the society in the
future. |

I recived B.A. degree from Tunghai University in 1975, and received M.S. degree from
Columbia University, USA in 1982. I started my teaching position at Kentucky Wesleyan
College from 1982 ~1984. Since 1984 ~ 1990, I was a software developer, benchmarker for
Compiler and Architecture in CRI. I worked for Benchmarking and Compiler at Multiflow
Computer Corp. from 1986 to 1987. I was the Deputy Director of National High-Performance
Computing Center in Taiwan from 1990 to 1999. From 1990 to 1999, I worked for
TANET Management Committee for the Internet Service, Implementation and Operation
for the whole Taiwan Academic Community.
During 1994 to 1999, I am one of the founders
and the International Commiteee for High Performance Computing and Communication
Series Conferences in Asia (HPC Asis'xx) which focus on High Performance Computing and
Communication in Asia Pacific Region. And I organized the first conference - HPCC Asia'95
at Taipei in 1995 (more than 1,500 attendees from 26 countries and more than 150 sessions).
I also organized TANET'96 conference at HsinChu in 1996 (more than 2,000 attendees and
180 sessions). Then I also organized Net'98 conference (more than 15,000 attendees and 200
sessions) for NII taskforce in Taiwan. Now, I work for international affairs committee for
TWNIC and one of the Executive Council member for APNIC Executive Council since 1999.
Since 1995, I participate most of the Internet related meetings (APNG, APTLD, APNIC,
ccTLD, DNSO, ASO, CDNC, APEC, ICANN, PECC, GII..etc.) for TWNIC.
Since 199 til now, I
am a senior vice president of Yam Digital Technology, Inc. (which is the first Internet Web
Site for Chinese Community in the world since 1993). Yam also developed the first directory
service and full text Chinese Search Engine since 1994 and 1995. During my employeement in
Yam. I have incharged of the content development and service, marketing, sale and business
development for Yam. I have a strong interest in the internet development not only technical
development and impacts, but also internet business and its impacts to the society in the
future (particularly in education, commerce, media, and communication too). I believe to
performace a member of ICANN board, the person should have a good will, technical
ackground, management skill, policy involement and the understanding of the impacts of
Internet for the future human society.
