Fines for lack of service provision

The current internic registry is falling well short of acceptable
service provision levels.
There should be scope for $1 million a day fines on a registry that
fails to meet
service levels that the commmunity expects. This would ensure the new
partial-monopoly
approach doesn't fall into the same pit as the current monopoly provider
NetSolutions.
