Open vs. Closed TLDs

NO!.
Most of the ccTLDs could not compete with gTLDs, so "open" cctlds should redefine his strategy and become "closed" in order to remain in the new suggested constituency (Closed).
Furthermore, this suggestion would encourage the creation of cctlds like .tv, .to, .tm, etc... to compete with actual gTLDs in your new suggested constituency (open)
