In June, 2011, about 30 participants met during ICANN's 41^st meeting in Singapore , to discuss a proposal to have an ICANN Summit on Developing Countries (ISDC).  Although participants concluded that it would not be feasible to organize an ISDC during the ICANN 42 meeting in Dakar, it was decided that a more strategic approach should be taken to organizing an ISDC.  Furthermore, an ad-hoc group was formed to prepare a Concept Note on the ISDC which would be discussed during the ICANN 42 meeting in Dakar.  A Zero Draft Concept Note was prepared, but it has not been subjected to much debate.  In addition, there is need to continue the dialog started in Singapore on the relationship between ICANN and developing countries.

This meeting in Dakar is thus aimed at discussing the Zero Draft Concept Note on the ISDC, and how the relationship between ICANN and developing countries can be strengthened to the benefit of both parties.  The meeting would be most timely given that the ICANN 42 meeting is being held in Africa, and follows on a Ministerial meeting of African ICT Ministers.  The meeting is open to all interested in strengthening the participation of developing countries in ICANN's activities, and helping ICANN develop stronger, and mutually-beneficial relationships with these countries.
