A new oar in the game.

The regional concept for naming appears to be the most valid. If they have
their own extenders- they should be allowed the control. replication of front
end of domain names is not detrimental and you get away from the cultural
problem. Let the folks familiar with the culture make those decisions. The
voting and control then is then on a regional basis
