Th all seeing organization controlling everything is fraught with danger and monsterous problems. Regionalization makes more sense. For example, i thing someone (person / organization) familiar with a regions language and customs can be more effective than one who isn,t. I can't see someone in BOSTON ruling and controlling a Domain name assignment for someone in Beijing. I would think that an example would be in minimizing inflammatory names. I know freedom of naming is controversial - but there are some names that are not acceptable to people in the US that would have no meaning in TIBET. thanks steve witkin
