Executive Summary

The Internet Society (ISOC) is pleased to submit this proposal to ICANN in response to ICANN's RFP to manage the .ORG registry. The Internet Society is a not-for-profit corporation organized under the laws of the District of Columbia and has 501(c)(3) status under the United States Internal Revenue Code.

If this proposal is accepted by ICANN, ISOC proposes to form a not-for-profit corporation, referred to in this proposal as "Public Interest Registry" or "PIR." PIR will be solely controlled by ISOC, will enter into the registry management agreement with ICANN, and will carry out the registry functions. ISOC has entered into a Letter of Intent with Afilias, Limited; this letter provides that Public Interest Registry and Afilias will negotiate a contract under which Afilias will provide a full range of back-end registry services as a subcontractor to Public Interest Registry.

Public Interest Registry will operate as a fully separate corporation from ISOC. When operational, at least a majority of its officers and directors will be separate from those of ISOC. ISOC will have the sole power to appoint PIR's directors, who will in turn appoint and hire PIR's officers.

Public Interest Registry will apply to receive the endowment provided by VeriSign, Inc. to ICANN. We propose that the endowment be used to fund public service activities that will strengthen the registry's ability to support and reach out to the noncommercial community. We hope to reach out with worthy projects that will aid people around the world, such as workshops to help developing countries extend the Internet and develop responsible policies in support of the advancement of the Internet and therefore their country's development for the benefit of education and economic development. We would also support public interest organizations and their use of the .ORG domain.

C3.  Applicant's Business Activities

A general description of the applicant's business and other activities

ISOC's principal purpose is to maintain and extend the development and availability of the Internet and its associated technologies and applications-both as an end in itself, and as a means of enabling organizations, professions, and individuals worldwide to more effectively collaborate, cooperate, and innovate in their respective fields and interests.

ISOC's specific goals and purposes include:

  • Facilitates the open development of standards, protocols, administration, and the technical infrastructure of the Internet

  • Supports education in developing countries specifically, and wherever the need exists

  • Promotes professional development and opportunities for association to Internet leadership

  • Provides reliable information about the Internet

  • Provides forums for discussion of issues that affect Internet evolution, development, and use-including technical, commercial, and societal issues

  • Fosters an environment for international cooperation, community, and a culture that enables self-governance to work

  • Serves as a focal point for cooperative efforts to promote the Internet as a positive tool to benefit all people throughout the world

  • Provides management and coordination for on-strategy initiatives and outreach efforts-including humanitarian, educational, and societal initiatives

ISOC has two types of members: individuals and organizations. Currently, ISOC has more than 10,000 individual members made up primarily of persons interested in the development and adoption of the Internet globally. Individual membership is free. These members range from prominent Internet leaders to concerned citizens and come from all over the world. In addition, ISOC has more than 137 organizational members. These too have global concerns, and include a wide range of noncommercial entities such as Stockholm University, Virginia's Center for Innovative Technology, and the Centre International Pour le Developpement de l'Inforoute en Francais, as well as corporations like Cisco Systems, Inc. and Deutsche Telekom AG.

ISOC is the organizational home for many important Internet standards-setting bodies such as the Internet Engineering Task Force (IETF), the Internet Architecture Board (IAB), and the Internet Engineering Steering Group (IESG). As such, it has been deeply involved in Internet technical development issues through its decade of service, and is especially well versed in the impact of the Internet on the underdeveloped, underserved, and noncommercial segments. ISOC hopes that, by applying its experience to the .ORG domain, it can further its goal of extending the Internet "for the benefit of all of the people of the world."
