"open" or "closed" Registries for ccTLds



Whether or not a ccTLD is closed or open depends on the administration
policies set by the cc administration allowed in the spirit of RFC 1591.
There are arguments for and against however one which may have escaped
notice is that of a foreign country entity registering a domain in another
ccTLD. This allows potential for political statements being made by the
foreign country under that ccTLD which could be detrimental to, or believed
to originate in, the ccTLD. This potential problem is solved by a policy of
issueing ccTLDs to resident entities and individuals only.
