Description
- Is your organization constituted so that participation by individual
Internet users who are citizens or residents of countries within the
Geographic Region in which your organization is based will predominate
in your organization's operation?
Yes – The vast majority of the members of the IP& T Section
are residents of the State of Hawaii, United States of America. A few
are resident in the mainland U.S. and a few are residents in other countries
of the Asia Pacific Region. Many of our members have special interests
and expertise in Internet use, technology, law and E-commerce. - Describe your organization's constituents/membership (number, citizenship/location,
defining characteristic - e.g. profession for professional societies):
The IP&T Section comprises attorneys registered to practice law
in the State of Hawaii, United States of America, who have expressed
a special interest in intellectual property and technology law, including
Internet law and E-commerce, and who have elected to join the IP&T
Section. Currently, there are approximately 105 members, the great majority
of which are citizens and residents of the United States and the State
of Hawaii. - Explain the eligibility requirements (if any) for your organization's
constituents/membership (if you provide a written application for admission
as a member, you may attach a copy):
All members of the IP&T Section must first be members of the Hawaii
State Bar Association. Members of the Hawaii State Bar Association must
be licensed to practice law in the State of Hawaii. The license is granted
to those who have graduated from an accredited law school and have passed
a 2-day examination and a background and character check. Any member
of the Hawaii State Bar Association who so elects is eligible to join
the IP& T Section upon payment of a very modest membership fee. - In what language/s does your organization conduct its business?
English. - Provide support for the statement that your organization is self-supporting
(by answering "yes" you confirm that it will not rely on ICANN for funding):
Yes. The IP&T Section is self-supporting and is funded by its members’
yearly membership fee. The Section has a budget and a yearly audit of
Section funds. Certain activity participation fees are paid by its the
members directly. - Describe your organization's structure (e.g. governing and decision-making
bodies and processes):
The IP&T Section is a section of the Hawaii State Bar Association.
The IP&T Section is directly governed by a set of written bylaws
that were reviewed and approved by the Hawaii State Bar Association.
The Hawaii State Bar Association is a non-profit corporation created
and existing under the laws of the State of Hawaii. The Hawaii State
Bar Association is governed by a set of written articles and bylaws
and must conform itself to the requirements of federal and state laws
concerning non-profit corporations.The day to day management and operation of the IP&T Section is carried
out by its directors, most of whom are also officers: the Chairman,
Vice-Chairman, Secretary, Treasurer and At-Large Directors. In accordance
with the Section’s bylaws, the officers and directors are elected
by the general Section membership every two years. - Does your organization commit to supporting its individual constituents'/membership's
informed participation in ICANN?
Yes. - Describe how your organization keeps its constituents/membership
informed about, and enables them to participate in, decisions regarding
issues of interest:
The IP&T Section membership meets every 4 to 12 weeks to discuss
topics concerning intellectual property and technology law. Members
are encouraged to participate in the meetings by speaking, distributing
materials, providing questions, comments and suggestions, regarding
any topic within the purview of the Section’s mission. Members
are also encouraged to submit articles for publication on the Section’s
website located at http://www.hiip.org/html/index.php,
in Bar Association publications, and to introduce guest speakers for
meeting presentations. - Does your organization post on the Internet publicly-accessible,

Objectives
- What is your organization's primary goal or mission (please attach
any mission or policy statement for your organization, if in writing,

The Section's purpose, as recited in the Section bylaws, is "to serve
and promote the interest of the general public, the judiciary, the [Hawaii
State Bar]Association and its members within the fields of science,
technology and intellectual property, through activities to include
study, sharing of information, ideas and opinions; sponsoring conferences;
publishing newsletters and proceedings; giving testimony before legislative
bodies; coordinating with national and state bar sections and with intellectual
property attorneys from other states and countries, and particularly
those from Asia and the Pacific Basin; and working with government,
private inventors groups, and representatives of the entertainment and
hi-tech industries to establish and promote intellectual property research
libraries and other relevant facilities within the State of Hawaii."Stated less formally, the Section’s goal or mission can be described
as to provide its members with a collegial forum in which to discuss
intellectual property and technology law issues and to assist its members
to form and maintain professional relationships and up to date information
concerning the rapidly changing world of intellectual property, high
technology and Internet law. - What ICANN-related issues currently are of interest to your organization's
constituents/membership:
Cybersqatting and Dispute Resolution, Accessibility of Whois Database
Information, Internationalized Domain Names, New TLDS, and ICANN governances. - If formed, will your organization commit to assisting the Regional
At-Large Organization (RALO) for the region in which your organization
is based in performing its function?
Yes.
