Statement of Qualifications
and Experience
I have
been involved in the develpment of computer networks in Chile
for over fifteen years, and since 1987 I have been the administrative
contact for NIC Chile, the domain name registry for the Republic
of Chile.
I am an
engineer by training, and I obtained a Master's and a Ph.D.
degrees from the University of Waterloo, in Canada. I am currently
a full professor of Computer Science in the Department of
Computer Science of the University of Chile, and currently
serve as Director of the School of Engineering and Science
of this university.
At NIC
Chile, we have worked for many years to develop good relationships
with all sectors of the community, including users, government,
intellectual property, etc., finding ways to find agreement
between interests that are often very diverse. I hope to bring
these bridge-building skills to help my work in the ICANN
board.
NIC Chile
was a pioneer in the use of an arbitration-based dispute resolution
system, and I was, and continue to be, responsible for policy
development in this area.
I have
been involved in the ICANN process since the IFWP meeting
in Buenos Aires, later contributed to the formation of the
DNSO in Monterrey, and I have been a member of the Names Council
for approximately one year. All this has given me a good knowledge
of ICANN issues, and I will build on this strength to provide
a good representation in the Board for the latin American
and Caribbean region.

the end of my term in office as member of the Names Council
of the DNSO, representing the ccTLD constituency. I am also
