Rules
for 2000 At Large Director Selection Process
ICANN is in the process of selecting
five members of the Board of Directors based on a vote of registered
Internet users globally. The following rules for the selection process
have been drawn together from the resolutions of the ICANN Board,
and the recommendations of the Election
Committee.
For commentary on the rules -- and
background on the evolution and reasoning behind them -- please review the following material:
1. Regional Voting. The vote for the
five At-Large Directors will be conducted by region, as defined
in the ICANN Bylaws. A candidate will run in the region in which
he/she is a citizen. An At-Large Member will vote in the region
in which he/she resides. Thus, the At Large election will be 5 separate
elections in 5 distinct districts, with one candidate emerging as
the winner in each district.
2. Data Protection. ICANN will use
the personal data provided in the At Large membership application
forms only for purposes relating to its At Large Membership and
selection of At Large Directors. Personal data provided by applicants
and members will not be sold or transferred to unaffiliated persons,
companies or organizations, or used for any commercial purpose whatsoever.

Rules
for the Voting Phase
(October 1 - October 10) |
1. ICANN will use the Alternative
(also known as "Preferential" or "Single-Transferable") Voting System
to conduct this election. Members will rank the candidates in order
of preference ("1" for their first choice, "2" for their second,
etc.). Members may rank as many or as few candidates as they choose.
The votes will be tallied according to the first preferences (the
"1"s). If at that point one candidate has an absolute majority (50%
+ 1) of the vote, he/she is selected. If not, the candidate with
the fewest votes is eliminated. The eliminated candidate's votes
are redistributed to the next ranked candidates (the "2"s). The
votes are counted again to determine whether any candidate has an
absolute majority. If not, the elimination process is repeated until
one candidate gains a majority.
2. In the event of a tie, the candidate
with the greatest number of first preferences (the "1"s)
will be selected. In the event of a tie in the number of first preferences,
the candidate with the greatest number of second preferences (the
"2"s) will be selected, and so forth through the sequential
preferences as required. In the highly unlikely event that two candidates
get exactly the same number of votes at each preference, the selection
will be decided by a coin toss supervised by the Election Monitoring
and Oversight Panel.
3. At Large members will be able to
cast their ballots online, via a secure interface provided by the
selected vendor, and will be required to provide their membership
number, password, and PIN to cast a ballot. (To see the Election

4. There will be an independent Monitoring
and Oversight Panel to monitor and oversee the voting process, consisting
of 3-7 well-qualified, impartial persons to serve their individual
capacities. The Monitoring and Oversight Panel will have access
to all necessary information to validate the reliability and integrity
of the voting processes.
5. Scope of Monitoring and Observation.
The role of the Monitoring and Oversight Panel will be to ask questions
to assess the validity of the voting and selection process, and
to receive and investigate inquiries and complaints regarding the
validity of the process.
The following topics may be considered
by the Monitoring and Oversight Panel: (a) review the member/voter
registration process and the eligible voter rolls; (b) review the
voting system design, operating software, and operation procedures
of the online voting system vendor; (c) monitor the actual balloting,
tabulation of results, and announcement of results by ICANN authorities;
(d) accept comments and questions and, as appropriate, investigate
and answer the questions; and (e) as appropriate, issue statements
to the public. Back

Rules
for the Voter Education and Dialogue Phase
(September 9 - October 10) |
1. ICANN will facilitate communication
by all nominees on an equal basis.
2. ICANN will support an informational
web page for each nominee, using the basic format specified for
the member-nomination phase.
3. During the voter education and
dialogue phase, ICANN will provide a public Question & Answer
Forum for the nominees. In the
Question & Answer Forum, activated At Large voters will be able
to pose election-related questions to the nominees. Each nominee
will be able to moderate his/her participation in the forum, choosing
whether and how to answer each question.
4. Nominees will not have access to
the At Large Membership or voter lists or email addresses. During
the voter education phase, ICANN will post weekly email updates
to At Large members by region, providing reminders about the selection
process and links to the nominees' web pages.
5. Each member will be able to post
up to 10 questions in the Question & Answer Forum. Questions
should be kept as brief as possible. Back

Rules
for the Member-Nomination Phase
(August 1 - September 8) |
1. An individual seeking to be nominated
by the membership must notify ICANN of his/her wish to do so. The
individual must submit the following information:
- Name
- Country of citizenship
- Place of residence
- Physical address and phone number
- Email address
- Employer(s)
- A statement addressing the individual's
qualifications and experience specifically relevant to (a) ICANN's
technical and administrative responsibilities, and (b) his/her
leadership and policy-level roles. (250 words)
- Information indicating material
ICANN-related interests (100 words), including an identification
of:
- Employment and consulting relationships
- Ownership or investment interests
in any ICANN-related businesses
- Official positions in any ICANN-related
businesses or organization
- Background information, personal
statement, URL, or other information the candidate would like
posted in connection with his/her name on the ICANN website. (400
words)
- Whether the individual is an official
of a national government or a multinational entity established
by treaty or other agreement between national governments, such
as an elected official or employee of a government or multinational
entity. (50 words)
2. The deadline for an individual
to notify ICANN of her/his wish to be nominated by the membership
will be August 14.
3. For each individual seeking to
member-nominate, ICANN will provide a web page with the information
in Rule 1, except for physical address, phone number, and email
address (unless requested by the individual). The pages will be
indexed through a common page, grouped by geographic region.
4. ICANN will provide a cgi interface
that will allow any At Large Member to indicate support for a given
candidate for member-nomination, by entering her/his membership
number, password, and PIN number.
5. Each At Large Member will be able
to indicate support for one candidate in his/her geographic region
for member-nomination. A member can change his/her endorsement at
any time during the member-nomination process.
6. ICANN will send periodic email
notifications to the At Large Membership, listing the names of individuals
seeking to member-nominate and pointing members toward the web pages
for candidates.
7. To obtain a place on the final
ballot, an individual seeking member-nomination must meet the following
conditions:
(a) Support from 2% of the At Large
Members in her/his geographic region, or 20 members, whichever
is greater; and
(b) Support from residents of at
least two (2) countries;
(Subject to an absolute limit of 7
candidates per region, including both Nominating Committee-nominated
and member-nominated candidates, except that in the event of a tie
in which the number of threshold-exceeding tied candidates exceeds
the number of available nominations, all tied candidates will be
placed on the ballot.)
The minimum number of endorsements
to qualify for member-nomination will be calculated as of the end
of the member-nomination period (i.e., as of the deadline for endorsements
and activations, 8 September, midnight UTC/GMT).
8. The member-nomination process will
conclude upon the announcement of the final ballot, which will include
the candidates nominated by the Nominating Committee and any candidates
who have met the conditions for member-nomination.
9. A candidate for member-nomination
is free to take his/her name off the list of candidates at any time.
If the candidate does so, the endorsements will be deleted, and
the endorsing members will be free to endorse another candidate.
If time allows, ICANN will send an email to the affected members
stating that their endorsed candidate has dropped out. As endorsements
belong to the members, not the candidates, a candidate cannot "transfer"
her/his endorsements to another candidate.
10. The names of endorsers will not
be made public or shared with the candidates.

Nominating
Committee Process

Rules
for the Membership Application Phase
(February 25 - July 31, 2000) |
1.
The main qualification for joining the ICANN At Large membership
is an individual's interest and willingness to devote his/her time
to the study of important issues concerning the Internet's Domain
Name System.
2.
Because ICANN is being assisted in forming
its At Large Membership by financial support from a foundation grant,
there are no membership fees for the 2000 At Large Director selection
process.
3. To be an At Large member, the applicant must be sixteen years
of age or older.
4. To be an At Large member, the applicant must provide a valid
address and must provide his/her complete legal name and postal
address in the membership application form.
5. The applicant must agree that, if his/her membership or vote
is challenged as part of an At Large audit process, he/she will
furnish suitable documentation of legal identity, address, country
of residence, and age.
6. To be an At Large member, the applicant must provide a valid
Internet email address that is continuously active so that he/she
can send and receive messages from ICANN and participate in its
electronic forums.
7. To be an At Large member, the applicant may not at any time
use a fictitious or anonymous name or address in connection with
ICANN At Large membership. Violation of this rule will result in
permanent cancellation of your membership.
8. To be an At Large member, the applicant must agree to abide
by the rules that are established for participation in ICANN mailing
lists and electronic forums. Violation of this rule may result in
cancellation of your membership.
9. The applicant will be automatically subscribed to the At Large
email announcement list when his/her membership is activated.
10. ICANN will use generally accepted techniques
to detect multiple and fraudulent membership registrations, and
will invalidate any application or membership that appears to include
an invalid identity, invalid email address, or invalid physical
address.
