Topic: New gTLD's
Date: 2000-09-22 06:04:58
Author: Philippe Gilliéron <zarathoustra@bluewin.ch>

Question: Though the idea of new gTLD's seems to be a good one, do you think that the introduction a such TLD's should be submitted to a control of the registrar for each applicant (this is not the case for .com which should be limited to commercial sites)?

Chartered TLDs will be able to handle this problems. Therefore it was the aim of various applicants for new TLDs to set up several new chartered TLDs. I personally support the introduction of chartered TLDs in order to avoid trademark conflicts.

Provided we get a lot of new TLDs accompanied by different naming policies, it should be the registrar's responsibility to make sure that registrations of domain names are consistent with the TLDs policy.

The two possibilities exist in the applications to be received by ICANN: unrestricted TLD with no enforced restriction (like .com where anyone may register, despite RFC 1591 stated intended uses) or registered TLD (like .edu open only to certain 4-year-degree-granting colleges and universities). I am in favor of the creation of new TLD's, based on a diversity of business models (incl. restricted and unrestricted) and of operators.

Each new TLD will have a naming policy. It is the responsibility of the Registry to follow up this policy, either directly or through Registrars.
