Topic:
Directors' rotation in the Board
Date: 2000-09-24 03:29:43
Author: Vittorio Bertola <vb@vitaminic.net>
Question:
If elected, would you propose and/or support a country rotation clause (as used often in international Boards), so that no two At Large Directors at the same time can come from the same country? And should an At Large Director be allowed to candidate again for a second mandate?

No, I wouldn't support such a clause. Besides, wouldn't it be equally legitimate to call for a balanced representation of women?
I am not so sure with regard to your second question. If we hold onto the idea that serving on the board is and should be a voluntary job, many directors can be expected to step down after one term of office anyway.
Btw, the German Greens have experimented with both gender-based quotations and rotation rules among representatives. While the quotation system seems to survive, the rotation procedures have been watered down. Long live the experts! ;-))

ICANNs bylaws ensure a broad international Board (“at least one citizen of a country located in each of the geographic regions shall serve as an At Large Director” and (“no more than one-half of the total number of At Large Directors serving at any given time shall be citizens of countries located in any one Geographic Region”). Due to this I think the existing methods are enough.
If the work of the Director, judged by the At-Large Community was good, I think there is no reason why the candidate should not try for a second mandate.

Country rotation clause: No. Regional diversity is good enough in this context. 2nd mandate: I don't see why not if he/she is nominated again.
