Question: In all Regions except North America, most At Large members do not speak English as a mother tongue (many cannot speak it at all). How would you act to prevent them from being second class members, not being able to participate in forums, read official documents and so on?

The translation of documents is one important point to maintain the permanent information of the netizens. Further I can imagine a Forum for the regional At-Large community (in various languages). Discussions and information sharing is important for a educated and up-to-date internet community.

This is an important issue. I would focus on ICANN's outreach program, and support translation of documents.
